I suppose DW is dept of welfare and that means someone was considered unfit to be the parents.

To Wit: a family lost custody of their kid..
Reply:The second half, listing ORC 3313.64, doesn't affect you. It basically says that if the child resides in a place where the parent doesn't reside, the school district where the kid resided with the parents before removed from the home will pay the new school district a tuition payment.

The first half says that the magistrate ordered removal of the child to be placed in the custody of D.W. Without seeing the whole order or knowing all of the facts, "D.W." could either be a state agency (not likely, because initials are not usually used like that in an order) or could be a person who, perhaps, has petitioned to be a foster parent or who the court has appointed.

This is VERY serious. It's the government taking the child away from the parents. Most of the time, it's a remedy of last resort for very unfit parents or children who are in imminent physical or psychological danger. If this is your child, have you done anything about it? Seek a lawyer's assistance at once.
Reply:I agree with The Wraith of God is Coming....

Also, you have to look up the ORC of 3313.64(c) to understand what it is referring to.

Sounds to me the second half is just stating that you do not have to pay tuition for a student that lives in Cincinatti.

Just a guess, I did NOT look up ORC 3313.64(c)

Good luck!
